Fusing Help

When you are fusing, is there a higher chance of getting a higher level equipment if you fuse 2 high level equipment (eg. two level 100 equipment) than fusing two level 1 equipment?

I believe it's all random.
A few times I have fused level 112 equipment and got a level 56

Its random, but if you want high lvl gear you should try and fuse rares. I think there is a lower level limit on rares and above. And there is an upper level limit of 120 for unique/legend.
