Was looking to collect these rewards but i cannot find cassandra... I'm currently level 19 & don't know where to go to get these rewards...

For the "On Time" events, just proceed to login to the game during the time frame listed in the Facebook post/ alert that's announcing the event.
Upon logging in the gifts will be mailed to you.
